Spreading Simulation for Marine Pollution Emergency Response

The plan of year 2017 is to run the oil spill and chemical dispersion simulation modeling software, based on the well-known Applied Science Associates (ASA) product, with the related information on surrounding waters of Taiwan; and to provide the contaminants track for the right commands in urgent situations. After receiving emergency Marine Pollution Bulletin from the EPA, analysis reports are established within the specified time -24hours a day –in order to provide to EPA as a reference during project execution. Another application is to use OSD (Oil Spill Detection system) developed by the Norway MIROS, to install into radar for detecting the oil spill, waves, currents system during sudden spill event. It also instantly detects the mobility of oil pollution, waves, currents, and wind speed/direction observations. While oil spill response, we’ll compile the real time date to the detect report for EPA until end response. Chemical pollution simulation results provide the incidents of emergency pollutions and referring documents about geographic factors such as temperature of area or thermal chemicals, isolating areas are established basing on information of latitude and longitude in order to prevent recusing components to go into the dangerous fields. Both of the oil and Chemical simulation results are to integrate these applications for「MARINE POLLUTION PREVENTION SYSTEM」as well as to provide a scientific foundation for EPA to establish programs of numerical simulation on emergency contamination in the ocean. In the report, we have shown four simulations for real events in the Kaohsiung city, Pratas Island, Chuwei fishing port and Kinmen island respectively and one backtracking simulation for Green island scenario. Furthermore, the 25-hours OSD operation in Tainan city, Hsinchu county and Taitung county respectively and a 20 minutes marine oil spill response video which present on Environmental Protection Technology Exhibition at Taipei also demonstrate in the report. Finally, We have conducted six chemical dispersion simulations like Benzene, Vinyl chloride, Bisphenol, Bisphthalate, Isopropylbenzene and Phthalic Anhydride. In the 2nd contract, OSD system take 7 days operation to support real oil spill events in Chuwei fishing port.
